2025-05-05 MINISTRY APPROVES AMENDMENTS TO THE QUINTE SOURCE PROTECTION PLAN
The Ministry of Environment, Conservation and Parks approved amendments to the Quinte Source Protection Plan, Assessment Report and Explanatory Document on April 30th, 2026. The amendment includes:
•Better source protection measures for the prescribed instrument policies, and
•Alignment with the 2021 Technical Rules under the Clean Water Act, 2006.
Quinte Conservation completed the amendments in accordance with the legislative and regulatory requirements set out in the Clean Water Act, 2006 and Ontario Regulation 287/07 (General).
Source Water Protection Coordinator, Natasha Mathieu, says, “These amendments were made to provide better source protection for residents and align with the 2021 Technical Rules. The Quinte Source Protection Plan includes 23 new policies to address drinking water threats and protect local drinking water sources from potential contamination.”
Notice of the amendment can be found on the Environmental Bill of Rights registry, post #026-0341. The amendments took effect upon the decision being posted on the Environmental Registry on May 4, 2026.
The initiative to protect sources of municipal drinking water is directed and funded by the Ontario Ministry of the Environment, Conservation and Parks under the Clean Water Act, 2006. Quinte Conservation provided local technical, communications and administrative support for the planning process. Source Protection Plans have also been prepared in other regions across the province. The Quinte Source Protection Authority (SPA) and the Quinte Source Protection Committee (SPC) were formed under the Clean Water Act, 2006 and Ontario Regulation 288/07. The SPA and SPC work together to serve 18 municipalities to ensure that municipal drinking water sources are protected through the Quinte Source Protection Plan.
